Focus on public welfare services and improve the general aviation environment

To further focus on and strengthen public welfare services, and to address the historical issue of buoy deployment at the Changjiang Zhicheng Bridge, improving navigation conditions, and practicing social responsibility through practical actions. The Changjiang Yichang Navigation Bureau, through on-site investigations, expert consultations, and literature searches, fully investigated and analyzed the navigation conditions in the waters near the Zhicheng Changjiang Bridge, summarized and analyzed the necessity of buoy adjustments, and proposed corresponding buoy adjustment plans based on relevant regulations and the actual situation of the waters near the bridge, compiling a buoy deployment plan after the adjustment. On March 9, 2018, the bureau organized relevant technical personnel to conduct on-site research on buoy deployment optimization and developed a practical and feasible buoy adjustment plan. At 9:00 am on March 13, the Changjiang Yidu Navigation Office optimized the buoy deployment in the bridge area, adding two buoys and adjusting three buoys, strengthening the safety guarantee for ship navigation, and providing convenience for navigating ships. On July 11, 2019, the bureau's "Zhicheng Changjiang Bridge Bridge Area Dedicated Buoy Adjustment Plan" passed the expert review organized by the Changjiang Navigation Bureau. At the meeting, experts unanimously agreed that the plan's compilation data was detailed, the content was comprehensive, the technical route was correct, and it could meet the needs of route adjustments and the requirements of waterway maintenance and management, and ship navigation.
At 7:31 am on September 19, with the Yidu Navigation Office's Yidao Mark 306 ship deploying the first buoy in the Zhicheng Bridge area waters—the Zhicheng Bridge No. 3 left and right navigation mark—the curtain officially opened for the adjustment of the Zhicheng Changjiang Bridge bridge area dedicated buoys after the route adjustment. A total of 10 buoys were adjusted this time. After the buoy adjustment, the bridge area waterway boundaries are clearer, the route is clearer, and the potential risk of ships colliding with the bridge due to avoiding Shipai Reef will be effectively reduced, ensuring the safe operation of the bridge.
It is understood that the optimization of the route, the cancellation of the Zhicheng and Yangxi cross-navigation areas, the change of the current navigable bridge hole, and the cancellation of the adjustment of the relevant mooring areas are effective means to improve the level of waterway public welfare services, improve navigation efficiency, and ensure the smooth and safe navigation of the bridge area, achieving the purpose of improving the navigation environment and reducing the risks of ship navigation. This buoy adjustment is a specific measure of the Changjiang Yichang Navigation Bureau's implementation of the "Never Forget the Original Aspiration, Always Keep the Mission in Mind" theme education.
